Department of Labor Policy on IAWP
IAWP TRAINING ACTIVITIES -
POLICY
The policy of the Montana Department of Labor and Industry regarding International Association of Workforce Professionals (IAWP)
1) educational functions,
2) funds to be made available by the Department to offset the costs of training activities,
3) use of the telephone system,
4) use of the mail system,
5) use of the electronic mail system,
6) use of the fax system, and
7) support of the Professional Development Program is as follows:
1. Management retains the perogative to grant or deny educational leave in accordance with the proper administration of local offices and supervisory units within the Central Office or elsewhere. Educational leave shall be requested through regular channels, giving the local office manager and the unit supervisor the opportunity to comment on the advisability of granting educational leave. The appropriate division administrator will make the final decision regarding educational leave.
2. The following IAWP events and IAWP members may qualify for educational leave granted under circumstances described in Paragraph 1 above.
a. Statewide Annual Convention (March, April or May) and Statewide Annual Institute (September or October) - Two (2) days of educational leave of one officer selected from the following in the order given: President, President-Elect, Vice-President, Secretary, Treasurer, and/or immediate Past President.
One(1) day educational leave will be provided for paid-up members.
Additional travel time may be allowed for employees who must travel more than 250 miles to the meeting site. The amount of additional time will be commensurate with the amount of time required to travel the mileage beyond 250 miles to the meeting site.
b. International Annual Convention - Usually in June. Five (5) days educational leave for officers and delegates.
c. International District XIV Institute - Usually September or October. Two (2) days of educational leave for any officer and one(1) day for all agency personnel within the State Chapter.
d. District XIV Conventions - Educational leave may be granted upon request for International Committee members.
e. International Committee members - Educational leave may be granted upon request for International Committee members.
f. Regional mini Institutes - Up to one (1) day of educational leave for agency employees.
g. Executive Board Meetings - One (1) day of educational leave each for Winter and Summer board meetings for all executive board members and committee chairs.
h. District XIV Representative - Montana will have the responsibility of the District Representative once every five (5) years. Educational leave may be granted upon request to the District Representative for the meeting of District XIV Institute, International Conventions, State conventions for Oregon, Alaska, Idaho, Washington and Montana and two (2) International Board Meetings per year.
i. President-Elect training in Washington, DC in conjunction with the ICESA - Up to five (5) days educational leave for the President-Elect (usually held in March).
3. The Department of Labor and Industry will provide up to $2,000.00 in funding for IAWP training activities each State Fiscal Year under the following guidelines:
a. In order for training activities to qualify, they must be of such a nature as to be of potential benefit to both the employees involved and the Department.
b. The following types of training expenses, not to exceed $2,000.00 each fiscal year for IAWP sponsored training, will be approved for payment by the Personnel and Training Bureau:
Fees for trainers, other than state employees, including travel and per diem costs.
Fees for training facilities.
Fees for state chapter officers to attend IAWP International Convention workshops, including travel and per diem. The participant will provide training from information received at the annual International workshop to other IAWP members.
c. The following procedures will be followed to account for the expenditure of the funding:
Training expenses meet the qualifications as described in 3a, and 3b, of this section.
IAWP provides a written request for training expense funds to the Personnel and Training Bureau for approval.
Personnel and Training Bureau requests Department staff prepare payment for the amount of the approved expenditure. Payment is made to the International Association of Workforce Professionals.
The Treasurer of the State Chapter of IAWP receives the payment and deposits in the organization's account. IAWP Treasurer pays the respective vendor.
4. IAWP members may conduct official business of the organization using the telephone when the call is of short duration and made within the state. Toll Free calls of short duration may be made. Out-of-state calls shall not be made using the Department's telephone system. Official business is defined as any activity that promotes the organization. Short duration is defined as less than fifteen (15) minutes.
5. IAWP members may use the Department's mail system, electronic mail system and fax system to send official organization correspondence within the state. Official correspondence is defined as any correspondence that promotes the organization. Fund raising for IAWP and lobbying activity/material are prohibited activities of the Department's mail system, electronic mail or fax systems. Electronic mail use should be limited and timed to not unduly disrupt employees' "in-box".
6.Workforce Professional Development Program (WPDP) - The Department will reimburse the cost of taking any tests (except re-takes) in the Workforce Professional Development Program to certify employees in the Generalist, Specialist or Master series of WPDP. This training should be requested in the same manner as other training and it will be granted through regular channels, giving local office managers and unit supervisors the final approval based on their prospective training budgets.
Regular state travel and per diem expenses may be provided by the Department to take the test with the approval of the immediate supervisor or manager.
The cost of any "re-takes" of a test, including travel and per diem, must be paid by the individual taking the test.
Leave may be provided to take the WPDP test. Employees will request time off to take the WPDP test in the same manner leave is requested to attend other training sessions.
Successful completion of a WPDP module can be used to offset educational requirements in order to meet the minimum qualifications for job vacancies within the department. Each module passed will substitute for six (6) months of general college coursework. A maximum of two years of college may be offset in this manner.
The hiring authority has the discretion to provide extra credit in the selection process for successful completion of WPDP tests where the content of those tests is job-related.
It is the responsibility of the applicant to provide, along with other application materials, any documentation of successful completion of the exam(s).
Background:
The Department encourages professional development and participation in IAWP activities. This policy outlines the support the Department will provide for IAWP activities.
